Regulations
Regulation I - General Orders
Nerv General Orders represent fleet-wide commands, detailing the firm guidelines all personnel must follow in the performance of their duties. The General Orders are the most important, primary guidelines in Nerv. They supercede all other regulations and orders issued in the field. Failure to obey a General Order is typically a court martial offence, though the N.I.P. weighs any mitigating circumstances preventing their implementation. No commanding officer, no matter his rank, can issue an order instructing Nerv members to violate a General Order. Such commands are seen as illegitimate, and simply following orders contrary to a General Order is no defense. The officcers in the Nerv Internal Police see violations of General Orders, and prosecutes flagrant breaches of Nerv doctrine.
Nerv issuse general orders in the few but when they are issued they are of the up most importance and must be follow to the letter by officers in such. All general oder are to be consider of the up so most importances and considered equal in magnitude. The Prime Directive, General Order One, represents the sole exception. When any General Order, regulation, or standing order conflicts with any of the stand orders or mainly with Order One, the Prime Directive takes precedence in such matters. If matters are still inn question. Contact a commanding officer
Sometimes, in the pursuit of Nerv's objectives the General Orders conflict with one another. The interpretation and application of the General Orders lies with the commanding officer, and this is perhaps the most burdensome responsibilty of command; often there is no "right"answer. A captain. lt commander or general, sector commander must make a judgement call on which General Order takes precedence. Therefore the commanding officer is often times held responsible for his decisions when it comes to following the General Orders, instead of his crew. But in any case blame in such matters 90 % of the time falls upon that of the Command officer at the time.
