In the event that an accusation is made against an officer within Nerv, the following guidelines are to be followed to the letter unless there are mitigating circumstances (which would be determined by The General staff and the Ofiicer in Chief Director Gene of the NIP).

Although all Nerv commanding officers could call for a NIP investigation of personnel under their command, most ranking officers prefer to conduct their own inquiries and submit their own subordinates for court martial.

Accusations of misconduct on the part of a Nerv officer shall be made promptly in writing to the immediate Commanding Officer of the accusing officer.

Any officer of the rank Captain or higher can only submit a subordinate for immediate court martial but not carry out the court martial with out Lord Goury of the General staff Approval. (Athough abusing this right it such a way for self gain an glory seekers is itself a court martial offense. If you want a higher rank, work for it. Or challge your command officer and slay him in battle.)

The commanding officer shall immediately thereafter forward the accusation to the General Staff who, in turn, shall immediately inform the the NIP Direector Gene if a commanding officer is the one in question. Lower ranking officers will have normal class NIP officers prosuing there case file.

An investigator is assigned to the case to gather information and to determine if court martial proceedings are warranted. If no NIP investigator is available to conduct an investigation, it falls to the highest-ranking officer to appoint an investigator-normally the Head of Security. However Jedi Wan has volenteer to do the investagations when a investor was need in extreme situations.

Once the investigator has deemed that there is adequate evidence, a court martial is convened. This typically within 48 hours of completion of the investigation and person or person have bee brought to HQ at the mobli Battle fortress. A court marshall will continue without the Accused being present or in NIP hands. So you have been fairly warned in advances.

As part of the formal order of court martial, the presiding representative of the NIP's office nominates both a prosecuting advocate and an advocator for the defense. (typically both advocates are to be Members of Nerv office units. Prosecuting will be director Members of NIP. Whil for the defense can seek NIP, or other Nerv or out side defence from the civilian poopulation.)

If no suitable NIP advocates or advocators are available, the NIP representative can nominate any available from the pool of Nerv offices in any relm and choosen to be an prosecuting or defense advocates.

The accused always have the right to refuse the nominated defense advocate and either serves as his/her own advocate or appoint an eligible officer of their choice or a civilaian on.

A panel of three judges presides over the proceedings, usually members of the of the General Staff unless they are busy with other more immediate duties. If General Staff is not available, the NIP office typically appoints NIP members or the hightest non NIP Officer available or present at the near by star base.

Only officers ranked Captain or higher can serve as judges, and no officer with an obvious conflict of interest, such as friendship, is allowed to serve. Or that any one will person feelings against the accused.

If possible the General staff Officer or representative that signs the order for court martial appoints a full six judge panel and threead the least.Thought it is still allowed to proced with three officers present.

The only difference between the procedures for an internal accusation and a external accusation are as follows:

If the accusing party is not a member of SFC, an e-mail is to be sent directly to the The Mobile Fortress, Nunki Prime or to the NIP HQ on Titinin with the accusations and any evidence. Any accusations are NOT to be posted on the public forums unless directly oder by t he general staff or by Lord Gaberial.

The NIP Chief Director is to place an invitation to the offended Fleet/Clan/league etc.. to observe the proceedings, or to provide any relevant evidence. But will not be premmitted on the Panel of judges or be use as prosittcution.

All officers of Nerv found guilty of a Section 1.4a or Scto 1.4b subsection 12 offense may either accept and agree to the specifications of charges lodged against them or they may request an appeal.

To file your appeal you must make a submission to the General Staff office or To Lord Geberial on the Moblie fortress. This will be done by e mail until something in the way of proper forms ar established.Please Do NOT post it on a message board or have more chrages brought againts you.

Once a matter has been submitted to The General Staff there is no turning back, all matters in the hands of General Staff ans NIP will follow the appropriate course until a verdict is set down.

Once the The General Staff has received an the appropite forms, it shall set a hearing date and then it will proceed with its rules of conduct of Nerv officers or force a prmature judgment down upon your self.

At this time the officer charged with an offense shall not use the NERV in there name or in game and shall be temporarily suspended of all rank and privileges until such a time as the NIP or General Staff has reach a verdict.

Comm systems will all so be revokd and passwords and protocal signs for the MAGI system access changed.
